First and foremost, the topic chosen is the disaster planning. Disaster has been defined through various meanings which is all lead to one; an unexpected incidents that might occur to enormous with a very serious destructive concurrence. In another word, it is the unexpected situations or the unforeseen events that might happen which will bring serious damage to the things kept and also towards the properties and the life. Disaster is a state of an irremediable situation where it may leads to the breakdown of the economy and the situation where the community is unable to cope with the result or the outcomes of it. Before any disaster happens, an early step must be taken into credit to avoid any future damages and it is call disaster plan. A disaster plan is the plan consists of selected policies and procedures that will be used with the intention to prevent or minimize the damages that may happen. It comes with the blueprint that consists of ways to solve or handle the unexpected concurrence with the aim of preventing the incidents from worsen. The same goes to the emergency where the emergency plan must be developed by referred to the policies and procedures that have been developed by the organization to prevent or minimize the damage that might affect the organization, the people and the resources. Different from incident, where it is taken lightly by most of the individuals and the organizations as the incidents only caused small damage and the plan may as well not to be developed or it is just taken halfway as it is not included into the main part of the disaster plan. Disaster lead to the situation where it affect the pace of the development and the economic growth as disaster take affect the world economy more than what it is originally perceived. Firstly, the Asian Disaster Reduction Centre (2003) stated that “disaster is a serious disruption of the functioning of the society, causing widespread human, material or environmental losses which exceed the ability of affected society to cope using only its own resources”. It can be stated that this definition focus on the word loss as the effect of the disaster are likely to destroy the things or the living things around the disaster area. Secondly, according to the Centre for Research on the Epidemiology of Disasters (2003), “disaster is the situation or event which overwhelms local capacity, necessitating a request to national or international level for external assistance; an unforeseen event and often sudden event that causes great damage, destruction, and human suffering”. This definition focus on the part that the research that has been made is likely shown that the early preparation must be taken into credit to avoid and minimize any future damage. The next one is stated by Parker (1992), “disaster is unusual natural or man-made event, including an event caused by failure of technological systems, which temporarily overwhelms the response capacity of human communities, groups of individuals or natural environments and which causes massive damage, economic loss, disruption, injury, and/or loss of life”.
