We are guilty of many errors and many faults, but our worst crime is abandoning the children, neglecting the foundation of life. Many of the things we need can wait, the child cannot, right now is the time his bones are being formed, his blood is being made and his senses are being developed. To him, we cannot answer “tomorrow”. His name is “Today.” - Gabriela Mistral In “Delhi Gangrape(Nirbhaya) Case” five men and the juvenile raped and tortured a 23-year-old medical student on a moving bus in Delhi. Every society must, therefore, devote full attention to ensure that children are properly cared for and brought up in a proper atmosphere, where they could receive adequate training, education and guidance in order that they may be able to have their rightful place in the society when they grow up. Control of delinquency needs effective implementation of Juvenile Justice Act, with full public awareness and proper orientation and training to professionals and law enforcement agencies. A proper mechanism should be created to assess the needs and requirements of the juveniles and it should be reviewed regularly. The approach of the agencies like police involved in the system should be more of reformative character rather than pure penal. Government should put more emphasis of useful and attractive beneficial long-term schemes for Juveniles so that they feel motivated to join main stream of the society and regain their self-confidence, which is generally lost because of the callous attitude of the society.
