Thus, other factors that cause flooding include inundation from nearby water body to the city and heavy rainfall that overwhelm existing drainage system to contain the excessive water from developed areas. Also, when the area the soil is saturated or frozen the amount of water to soak may not able to be contained by the ground resulting to flooding. Dams can also cause serious environmental damages due to flooding by release of water when they are full which may infiltrate into developed areas. This type of havoc of flooding was experienced in Nigeria in 2012 when many states were flooded by of release of water from Cameron Dam. Even ice and snowmelt in cold region can cause flooding as environmental factors act on them which they melt rapidly including ice jams. One factor is the strong wind such hurricanes, tornadoes, cyclones, typhoons, etc which blows sea water to urban areas causing flash flooding. All these factors exacerbate flooding and storm water management problems in urban areas.

The city lack the provision of legislation on storm water control and management resulting to pluvial flooding and some time fluvial flooding from inundation. Thus, the enforcement of storm water management regulation is not available in the city, making storm water management a significant issue in environmental management and planning as a priority to the people and government even if they are showing less concern to the issue. The storm water policy from the master plan of the city need to be assess and evaluate to proffer a realistic and sustainable approach to tackle storm water management problems that has caused notable environmental problems to the citizenry and the
