Introduction
Definition of science in general is the knowledge gained by systematic way about the structure and behavior of all phenomena that exist in nature and its contents. Technology itself is an application of science in response to human demands for a better life. Diplomacy, in the terminology is the main instrument of foreign policy enabling the management of external relations, of a state by communication with foreign authorities and public, as well as through the process of negotiations and networking, or as we more familiar as the art and practice of conducting negotiations between representatives of groups or states. Internet and other information technologies now can be considered as powerful tools of change. Especially towards diplomacy, many ways of diplomacy that already shifted cause by the advancing of technology, like the entities which shape the world, the form of writing information that become riskier, and also the diplomacy world become more dynamic, exciting, increased professionalization and specialization, and creative profession. These changes are enabling all sorts of newcomers to enter the fray of international politics. NGOs, diasporic communities, critics of land mines and human rights abuses, anti-globalization protesters, journalists, indigenous peoples, and others are finding their own voices on a global public stage. (Bollier, 2003) Finally the more advance technology become, involve, and change the practice of diplomacy, will brings positive and negative impacts for itself, like the process of transmitting information become less costly, more effective and efficient but on the other hand, it makes more false information spread faster among people, also the secrecy of a nation, even a person become no safer in a hand of stronger
