Q2. Foucault had defined governmentality as the art of government. That means the idea of government is not only limited to the state politics, but it includes controlling techniques in wide range and controlling of population. Foucault had linked governmentality to other concepts such as knowledge power and bio politics. Foucault says that governmentality develops a new understanding of power. In the first part, Foucault idea of government is, government means an institution using techniques providing a feeling of economic, political, and cultural well-being to the society. By enacting political economy, the government achieves these ends. And he says that the meaning of economy in that particular case is an old term. The first one relates to the rules of right that are formally delimit in power and the second one is related to the effects of knowledge that are produced and transmitted by power and again which reproduces the power. He had also explained the relation of power and knowledge are also connected to truth. So Foucault had stated that we have a triangle which includes power, knowledge and truth. He argued that the relation between power and knowledge is concerned and has been centered on royal power. Foucault had also argued that the analysis of power shouldn’t be concerned with the power in its central location. Sovereign can be taken as example. Because in its extremities, power overcomes the rule of right. He also argues that power shouldn’t be viewed as a force exercised from above based on universal right. He argues that to have knowledge, one should have the ability to make certain statements pass amongst others as true. So power circulates through the society and is governed by the accepted local practices and will be communicated with in that particular society.
