Why local transparency was unable to reduce corruption in Indonesia. Afonso (2014) states that although information is available quite a lot with high accessibility, the public remains distrusted and dissatisfied with government policy. Ferrari and Randisi (2013) documented, because of the lack of understanding and lack of awareness about the government 's financial information, public has no intensive attention to the government 's financial activities. Information transparency does not mean providing information about the identity of government institutions, activities carried out and the report of resource usage, but transparency also means that information was actually reaching to and being received by the public. This is called publicity conditions, where the provision of information to the public is not only on the availability of information, but also by strengthening the capacity of the public to receive information, so that the impact of information transparency can move the public to perform the desired action (Lindstedt et al., 2010). The second approach is conducted by inferential analysis, which is examined by Structural Equation Modeling (SEM). Why do we see variation in first-term president 's corruption? Previous literature of regional comparative politics only provide limited accounts of presidential corruption. In this paper, I provide a theory that presidential term-limit matters with regard to first-term president 's corruption. I argue that when a president is elected at the first time, a president who is under single-term presidency---presidency under which a president cannot be reelected due to constitutional limit---is more likely to perpetrate corruption than under multi-term presidency---presidency under which a president can be reelected at least one more term. It is attributed to whether reelection incentive exists.

However, because of political corruption there is a negative relation to democratic electoral participations, so as the corruption increases the percentages of people who go to the polls decrease (Stockemer, 2009). However, this only led to political corruption, people saying they would do something to help the people and people would believe and put their trust into this "person" to only be blackmailed in the end.
