Secondly, corruption in Indonesia is mostly done by local government officials and legislators. Indonesia is a country that has implemented a decentralized system since 1999. Indonesia currently has a central government and 542 local governments, consisting of 34 provincial governments, 415 district governments and 93 municipalities. According to corruption cases, statistics show the most corruption cases in Local Government, including local officials as well as members of the local legislative (DPRD) and Head of Region. Why local transparency was unable to reduce corruption in Indonesia. Afonso (2014) states that although information is available quite a lot with high accessibility, the public remains distrusted and dissatisfied with government policy. Ferrari and Randisi (2013) documented, because of the lack of understanding and lack of awareness about the government 's financial information, public has no intensive attention to the government 's financial activities. Information transparency does not mean providing information about the identity of government institutions, activities carried out and the report of resource usage, but transparency also means that information was actually reaching to and being received by the public. This is called publicity conditions, where the provision of information to the public is not only on the availability of information, but also by strengthening the capacity of the public to receive information, so that the impact of information transparency can move the public to perform the desired action (Lindstedt et al., 2010). There have not been many studies related to the local transparency issues associated with public trust and public awareness in Indonesia. Some studies related to budget information transparency are Werimon, Ghazali, Nazir (2007), Siringoringo (2009), Coryanata (2011) and Rahmawati (2013). The second approach is conducted by inferential analysis, which is examined by Structural Equation Modeling (SEM). The effect of local transparency on corruption prevention is examined, and we also examine public trusts and public awareness with quasi-moderation approach.
