Hoover-Chief Administrator Herbert Hoover became president in 1929, shortly followed by The Great Depression. In the beginning Herbert Hoover did not realize the severity of the economical downfall. While this was not completely Hoovers fault, he took much of the blame for it. As years went on, he created the Reconstruction Finance Corporation in 1932. The RFC provided financial support by loaning money to banks, railroads, and other businesses. By doing this, Herbert Hoover was making a Chief Administrator decision. With Herbert Hoover taking the role of Chief Administrator, he is concerned with unemployment, high prices, taxes, and the prosperity of the country. The president is not expected to control the economy but to help it run smoothly.
