A Few Must-Have Attributes of a Professional SharePoint Consultant
Not all SharePoint consultants are the same. Depending on their background they may not be the right fit for your organization or your next project. Here are nine skills to look for when you're hiring a SharePoint consultant.
They have worked in a least 3 SharePoint Roles and a few non-SharePoint Roles
SharePoint is massive and at the end of the day it's made up of Windows Server, IIS, and SQL Server. A SharePoint consultant should be able understand what's under the hood and know how to optimize each part that makes up SharePoint even if they are not the ones doing it (database optimization, IIS caching, SSL, etc.).

But, if your consultant is in a lead role he/she should be have the loudest mouth when it comes to making decisions about your SharePoint environment and the future of its health. They should suggest the right guidance and be able to back it up with research and experience.
They don't drink the Microsoft Kool-Aid
I love Microsoft and SharePoint, but will quickly suggest another vendor if I feel SharePoint or a Microsoft product is not the right fit. Your consultant should have a good grasp of what else is out there and what are the pros and cons of going with SharePoint. Everything shouldn't be just peachy when it comes to SharePoint. SharePoint does a lot of things well, but things like eDiscovery should be left to 3rd Party vendors.
They are vocal in the SharePoint community
I interviewed a "Senior SharePoint Consultant" once. The interview was okay. He knew all the right things to say, but wasn't sure how to devise a plan for any of the things he was talking about. He responded with "It's been awhile". I googled his name and saw he was very active in WordPress, but nothing in the SharePoint world. I'm sure he would have worked out fine if he was applying for an entry level position, but if you are hiring the consultant as your go to SharePoint person make sure he/she has been working in the SharePoint community for some time. As mentioned above, everyone is a SharePoint
I would have the manager draw up a questioner that would cover all the aspects of the project the want done. All issues that are experiencing with their present system, and what additional tasks as well as any security issues they have had in the past. I would require on the questioner that the access privileges be explained. After reviewing the questioner I would require an onsite interview with the IT staff with the person that filled out questioner present.
