1.Introduction and Background of the Issue This paper is a case study of the homeless issue in Kuala Lumpur. The study will carry out following question about the various definition of homelessness, the factor of how they become homeless people, homelessness issue in Kuala Lumpur, reasons why this issue is important to society and policy makers, government and non-governement actions towards this issue, current policies implememtation and development of public policy in relation to the homelessness in Kuala Lumpur. Homelessness indeed has become a problem faced in most of the big city in the world and no exception in developed countries too because it presence deface the beauty of the city. However, difficult for the authorities to abolish continue despite various legal acts and laws have been enacted. The issue of homelessness is likely to occur mainly in the city of Kuala Lumpur, Pulau Pinang and Melaka which is a booming city. The government is also working hard to take action to address the issue of homeless people and there are even non-governmental organizations set up to help these people. Ministry of Women, Family and Community Development has set up a special committee to tackle the issue of the homeless and the National Social Council Meeting decided to establish a one-stop center to help the homeless intervention. There are three main factors that lead to homelessness which are structural factors, system failures and individual and relational factors. The structural factors is when a person is affected by economic and societal issues that affect their opportunities and social environment for example, the lack of adequate income and/or the experience of discrimination may lead to homeless. Furthermore, the system failures occur when the support from individual’s family and care fails resulting people become homeless helplessly. The third factor is individual and relational factors in which family violence and extreme poverty plays a role. The family with violence, abuse, addiction, mental health problems of other family members and extreme poverty can lead to being homeless.
The lack of affordable housing has created 711 homeless people in Kansas City, which increased from 408 in 2021 (Mansaray). Some people simply can not afford the cost of living. Once a person loses their home, they lose their safe space. Moreover, when people do not have a support system to aid them in hard times, they are more likely to remain homeless for longer. The increase in the homeless population has resulted in more strain on Kansas City to provide resources to aid in combating the homelessness
Almost everyone has seen a man or woman begging for money at the corner of a highway intersection. A sign usually reads “homeless, need food,” but what brings so many of these people to the corner of a street is quite a controversial topic. Middle-class citizens may lose their job and their home. Similarly, a hardworking citizen may lose his or her apartment due to a new owner who enforces a higher rent. Homelessness can affect anyone, even the middle-class, without the need for drugs and alcohol.

Homelessness is a complex social issue with a variety of economic and social factors such as poverty, lack of affordable housing, physical and mental health, addictions, and community/family breakdowns. Homelessness has increased its number by at least a 1% since last year, reached nearly 554,000 people who are living in harsh conditions. The government and its policies/bans only harm the homeless instead of being beneficial to them.
