INTRODUCTION
For benefits to hospital, clinics, dispensary or pathology labs for maintaining patients details and their test results, we are developing a powerful, flexible and user friendly Hospital Management System. It is designed to offer different services for the hospital such as medical, administration and management. It is an integrated end-to-end Hospital Management System that provides relevant information across the hospital to support effective decision making for patient care, hospital administration and critical financial accounting, in a seamless flow.

It aims to reduce the manual processing of each department. This software takes care of the details of each and every department. These details gives the doctor, staffs, specialists and patient details including their salary, attendance , doctor’s appointments and the billing system. The details of Doctor and staff help the hospital to maintain the record of every person. Their attendance details help them to know about their attentive presence while salary is calculated. The billing system provides an efficient way for calculating bill details of the patients.
PROBLEM DEFINITION In general hospitals are associated with the common people and their day-to-day routines in relation to their health. Different problems arise in hospitals for instance records may be misplaced; with this Hospital management system such problems are minimized as much as possible. The different problems that arise have been discussed below.
Calculations done manually are prone to error and take a lot of time. This results to incorrect information. For instance when a cashier is calculating the patient’s bill based on the various treatment the patient has received.

Once the software requirements have been analyzed and specified the software design involves three technical activities – design, coding, implementation and testing that are required to build and verify the software.
Software design is a process through which requirements are translated into a representation of software.
In this software the forms to be developed include:
Registration
Helps in registering information about patients, doctors and handling any patient’s query. A unique ID is generated for each patient and doctor after registration. This helps in implementing customer relationship management and also maintains medical history of the patient.
Administration
It handles all the entry details for the hospital requirement e.g. appointment date, consultation detail, consultancy fee and service charges.
Laboratory
Maintains the investigation requests by the patient and generation of test results for the available services e.g. X-ray, stool, and clinical pathology and ultrasound tests. Requests can be made from wards, billing, and laboratory receiving
Many healthcare organizations had to implement an electronic health records system (EHR) to meet certain guidelines set forth by the government. The data from these forms are then translated into the electronic format. Within this form there are 33 numbered fields. Fields 1- 13 are the patient’s personal informationand the insurance information fields. Fields 14- 20 are related to the patient’s medical situation (s) including dates of situations and any hospital, lab, occupational injuries, etc. Fields 21- 24 identifies the various codes for diagnostic, procedures, and services.
Bookkeeping should be done daily in a continuous process. All charges and receipts given “should be entered immediately” (Routh 464). Receipts are in duplicates to keep one on file and another to the patient. Any financial activity is recorded and referred to as double-entry bookkeeping as “every transaction affects two accounts by increasing one and decreasing the other” (Routh 464). The healthcare industry generates a great amount of data every day, as a form of record keeping, patient care, compliance, and regulatory requirements. Just a decade ago, all this data was stored in the form of hard copy form, now it is rapidly transforming to digital data which is called EMR (Electronic Medical Record). The digitalization of the healthcare has not just reduced cost of care, but also improved quality of care due to the abundance data that organizations receive from the EMR to identify the flaws in their system. This is a highly sophisticated electronic program that integrates inpatient, outpatient, and clinic medical records with appointments, registration, pharmacy, and billing for all kaiser members. In addition, this electronic program includes an entire medical library with a whole set of care support tools which are accessible to doctors, nursing staff and patients (Kaiser Permanente, n.d.). At kaiser permanente; nurses are expected to print out “the after-visit summary” (AVS), which contain the doctor recommendations for each patient that we see.
Health Insurance Portability and Accountability Act of 1996 (HIPAA) is United States legislation that provides data privacy and security provisions for safeguarding medical information. No one is completely perfect but we do have to be really careful with how in the medical field we take care of the medical record or any other information that should not be given. All that information must be kept private unless the patient of the information gives any authorization for it to be release. Even the most important hospitals or well-known physicians have or been involved with a HIPAA violation.

The information from the third system will provide Dr. Julian the ability to recognize and distinguish that not all patients require the same amount of care, some patients due to their diagnosis require different level of nursing care, some more than others. With this third approach Dr. Julian will be able to have a more precise cost of care service given to the different patients based on their necessities. The information provided by both second and third system will provide Dr. Julian with a more efficient way to control costs.
