Chief of Houston Police Department
Charles A. McClellan Jr. was sworn on April 14, 2010. He joined the department in 1,977 as a patrol officer. He has dedicated 37 years of his life to the service of the HPD, touching almost every aspect of law enforcement throughout his career.
Chief McClellan holds a Bachelor of Science degree in Criminology and a Master of Arts degree in Sociology from the University of Houston. He has graduated from Federal Bureau of Investigation National Executive Institute and has received numerous awards and commendations.

In 1837 the city began making accommodations to bring law and order to the rough and tumble frontier town with hiring of the first constables.

The city jail hired the first Police Matron to discontinue the practice of male police personnel supervising female prisoners.
By 1907 the roster of the department included 68 officers and a female matron.
1909 the Houston Police Department purchased it first motor vehicle, motorcycle and in 1910 purchased it first police car; the same year while J.M. Ray was the Chief of Police, the communication improved dramatically with the installation of a Game well police call boxes.
In 1914 Houston formed the first Civil Service Commission and the HPD revised the rules manual and publish minimum standard for the police officers.
In 1917 occurred one of the darkness events in the history of the department, 5 police officers were killed by members of an army infantry battalion on a temporary duty. These black soldiers who have been suffering under the segregation and inequality Jim Crow laws from the south heard an untrue rumor that a police officer had killed one of the soldiers and these has exploded into violence that reverberated from Houston to Washington D.C. These events influenced positive changes in the police and the community
“One of the most significant reforms that did come out of the commission was ending the policy of lifetime terms for police chiefs.” (Rodney King, 1991, Los Angeles) This led to a police chief named Daryl Gates to resign and made serving for a lifetime over. In another case of police misconduct, Amadou Diallo was shot by police because they thought that his wallet was a gun. Just like the Rodney King case, the officers that were involved were also not charged.

South Carolina was filled with violence towards African Americans, and there were rumors always circulating of police officials lynching soldiers and beating soldiers. There was a case where the last regiment sent there retaliated and killed sixteen white civilians. For these actions they hung 13 African American soldiers for mutiny. This event was called the Houston Riot and it was started because of a rumor that was spreading throughout the camp. “On August 23, 1917, a rumor reached the camp that Corporal Charles Baltimore had been killed for interfering with the detention and interrogation of a black woman by Houston police; in fact, Baltimore had been beaten but survived and was later released.”
On the morning of August 23, Officers Rufus Daniels and Lee Sparks who are known for their brutal treatment of blacks throughout Houston, assaulted and dragged a partial clothed black women out of her home in front of her five children (Holley). Both Daniels and Sparks accused the woman of hiding a dice player-which whom they were looking for in the neighborhood- in her home. At the time Houston had the largest black community in the state of Texas, with a police force that was particularly aggressive towards black people. As one officer put it, “A lot of cops are scared to do their jobs.” This has resulted, these officers believed, in officers being less willing to get involved in enforcement actions, especially quality-of-life offenses or stop-and-frisk situations, which officers feel are likely to lead to complaints of abuse” (Robert C. Due to the rate of crimes there at that time, the police were scared to risk their lives and that the civilians had some kind of dislike towards the police and that made the police uncomfortable with the civilians. Three Kansas City police score unit officer’s Jeffrey M. Bell, Dustin Sillings, and Darryl M. Forrest were charged with theft of federal government property, conspiracy against rights and deprivation of rights under color of the law. The Kansas City police officer were caught by FBI (Federal bureau of Investigation). The Kansas City police officers stole several items and cash in a house that had surveillance cameras during a staged sting operation. The US Marshal Service began in 1789, when Congress passed the Judiciary Act of 1789 (USMS). It created the same legislation for the Federal Judicial System. The US Marshal Deputies were given the authority to assist with the federal courts all within the districts and to carry out the orders issued by the Judges, Congress, or the President. Congress had a time limit on the broad range of authority for the US Marshal Deputies (USMS). It was the only office created with an automatic expiration, which limited them to a 4 year, renewable term, serving the United States President (USMS).
We learned that over the last 40 years the police department of the City of Miami and Miami- Dade County have experienced their share of civil disturbances. To illustrate, there have four cases of race riots between both police departments which led to innovation to be involved in their pursuits to better their responses. They have to gather knowledge of the crimes in the area and what the underlying causes of the social problems is. They must create a plan that works to deter crime, and assess the progress of those plans to see if it works or what needs to be changed. Because it is still a newer approach, all departments should (if they already haven’t), create a community policing division that focuses on what is going on in their community around them. Officers need to build trust between themselves and the communities they serve; which means, responding to the calls that are considered “non-emergency. This will help the community not only build trust, but hold the officers more accountable.
Many believe that the Police officer have existed since the beginning of civilization. Although the establishment of the U.S. Police force is actually a modern invention. The first organized police force funded by the public, was created in Boston in 1838, which employed officers full-time.
