President George Washington set the foundation for the United States of America with the careful judgement towards a Proclamation of Neutrality as an act of foreign policy while a more controversial Whiskey Rebellion served as an act of domestic policy during the late 18th century. The presidency further developed from John Adams and extended down the early 19th century with Thomas Jefferson, James Madison, and James Monroe. The Lewis and Clark expedition marked the first American expedition to cross what is now the western portion of the United States. The expedition occurred from the Louisiana Purchase which allowed Jefferson to turn away from his strict ideals of the Constitution to pull through with this purchase for the country's good. The Louisiana Purchase managed strong support by many Americans which lead to the Lewis and Clark expedition. The expeditions leaders were Captain Meriwether Lewis and Lieutenant William Clark who set out from St. Louis in 1804 and reached the Oregon coast on the Pacific Ocean. The two explorers turned back and completed the return journey in 1806. The benefits of the expedition increased geographic and scientific knowledge of the previously unexplored country, strengthened U.S. claims to the Oregon Territory, improved relations with Native American tribes, and developed maps and land routes for trade and future settlers. Thomas Jefferson succeeded by allowing the U.S. to flourish and expand for rich culture, character, and the American dream. The Missouri Compromise started with the subject of slavery and how westerners could not agree whether to permit it or to exclude it. Those settling to the south wanted slavery for economic reasons such as labor while those settling to the north had no use for slavery at all. Politicians in Congress had attempted to preserve a sectional balance between the North and the South. There had been a balance of 11 slave and 11 free states but once Missouri bided for statehood the North raised alarm because slavery was well established there. The issue here was that if Missouri came in as a slave state, it would tip the political balance in the South’s favor. Henry Clay represented a compromise where Missouri was to be admitted as a slaveholding state and Maine was to be admitted as a free state to maintain sectional balance.In the rest of the Louisiana Territory 36° 30 line allowed all states north of the line to not have slavery while the west. President Monroe added his signature in March 1820 and saw that the Missouri Compromise preserved sectional balance for over 30 years and provided time for the nation to mature.
