3.0 WHY GOVERNMENT IS THE APPROPRIATE AGENCY TO REDUCE NOISE POLLUTION
Noise pollution is one of the negative externalities which mean it is cost to the third parties with negative effects. Noise is defined as unwanted sound. Government need to play role in this issue by listing some guidelines and steps to counter this problem.
There are four approaches that can be use by the government to tackle noise pollution which are planning, abatement, control and partnership.
3.1 Planning
Government need to make a planning in preventing the negative externalities before it become worse. The main concern here is the urban area. Nowadays, we can see that many schools are located near the busy place such as shopping malls, residential area and etc. …show more content…

Usually abatement is related to the noise that come from the heavy traffic roads and highway that are passing through residential areas or school, the rail way station and also noise from aircraft either to takeoff or land off. These two situations are really serious because it can cause many negative impacts to the community. It may cause damage to heart and brain, hearing problems and may produce emotional disturbance.
Subang airport is one of the examples for abatement in Malaysia. Previous years, a large number of residences near the Subang airport were affected with the heavy sound produced by the airplane. It caused damage to the residences such as their house was cracked and etc. Thus government takes an action by building Kuala Lumpur International Airport (KLIA) to reduce the noise pollution.
Noise from traffic road produced by the vehicles and noise from rail way station are also the main concern for the government. Some of the roads and rail way will pass through the schools and residential areas, so it is important for government to install the noise barrier in critical spot especially near the schools areas, in order to reduce the noise pollution. The cost of installing the noise barrier is high but thousands of class will benefited from the noise barrier because the students can learn at school …show more content…
