State acts as an instrument of power. One of the most important responsibilities a state has is to ensure security and protection for its citizens. Given all the instrument of power, loyalty and allegiance given by the individuals to the state, citizens therefore depend on the state for protection of their rights and freedom. The state is obliged to promote individual rights on social, regional and domestic level. The state is the bearer of duties in respect of individuals who depend on it for protection of their rights and are entitled to claim against it for violation of those rights. This was meant to be a democratic process that the state had undertaken in 15 years since the military dictatorship was removed. Ethiopian people’s revolutionary democratic front (EPDRF) coalition won the elections . The opposition felt it was unfair to them by alleging that there had been some foul play in the elections. The opposition comprised of the United Ethiopian Democratic Forces and also the Oromo Federalist Democratic movement. The Ethiopian people’s revolutionary democratic front ( EPDRF) which emerged as the winner claimed that the opposition wanted to over throw the regime by way/means that were not constitutional.
This led to the ruling party and the opposition to have an altercation that led to violence in the state. The CUD which was part of the opposition called for civil disobedience that resulted to massive riots and excessive use of force by the police and military toward the citizens and some political leaders. There were many human rights violations by the state which included civil killings, detention without charge, restriction to freedom of assembly, violence against women and children, denial of their trial and freedom of …show more content…

On the regional level the African Union also came in as an observer to ensure the legitimacy of the elections . Not only did they observe but they also intervened when the state was in crisis after the elections. African Union focuses on the promotion of peace, security and stability on the continent as a prerequisite for the implementation of the development and integration agenda of the institution.
On the global level the ministry of foreign affairs invited a number of international observers. More than 300 international observers were deployed in Ethiopia with the European Union fielding the largest observation mission followed by the carter center. The USA was also part of the observing team on the global level but the Ethiopian government expelled them based on the democracy assistance group, the national democratic institute, the international republican institute and international foundation for electoral systems which prevented them from offering important assistance. As much as USA did not agree with incident it went ahead and provided aid to Ethiopia because the two states considered each other allies when it came to war against
