Introduction
A school environment and a society are not separated entities, but are one entity because one can never function without one another, so the school needs the learners and educators and the educators need the school as well too. A school environment, it is the one thing that can really give shape to children in terms of their personality and intellectual. If a school has a conducive environment and an atmosphere where respect is valued, the learners may become good citizen with good moral and ethics. The learner respecting human rights it will depend on his understanding towards right and a learner can respect them if he sees that rights are exercised in a correct manner.

In the Philippines, the 1987 Philippine Constitution declares that education is a right of every Filipino (Maligalig, 2010). Thus, the policies of the government on education have been primarily about education for all citizens. Being a right, this must benefit every member of the Philippine population regardless of their language and ethnicity. The right to education, however, must not be confined in the context of being able to go to school or having more areas and structures for schooling.
