Gupta and Fletcher (2001) consider ICZM as a deliberate strategy for sustainable development. The paper proposes a generic institutional frame work to facilitate the transition from integrated coastal management concept to practice. For developing such framework, a structured interview was conducted. In India first of all, the social, environmental and resource characteristic are considered and then examination of national governance structure has been done. According to authors, factors like, lack of vision, data availability and public participation are the constraints in adoptability of ICZM.

A detailed integrated coastal zone management programme has been proposed for Allapad gram panchayat as a model. They have developed a practical approach to identify the High Tide Line (HTL), based on geomorphic and other signature in the field. Six high priority areas for management along the coastal zone of Kerala suggested. These programmes consist of specific plans for micro – enterprise development for socio- economic development and poverty alleviation. The geographic coverage of the study extends beyond the 500 meters narrow strip of coast from the high tide line. He viewed ICZM as a concept with multi-dimensional features combing ecological, economic, social, and cultural aspects of development. The ecological factor includes the pollution, threat to biological diversity and adverse natural processes. The economic aspect of ICZM covers the multiple uses of resources, conflicts arising from human settlements, agriculture, aquaculture, fishing, forestry, mining, petroleum industry, other manufacturing industry, infrastructure, port, tourism and so on. For integrated coastal management, there is a need to make a detailed inventory of the local resource base and infrastructure.
