Second, the efficiency, functionality, productivity, and effectiveness are a country needs to be developed. Many of basic function and services today over network, and sometimes government spending is uncontrolled due to international financial crisis, then the government needs to improve the productivity of public servants, utilizations of services, and also need to increase the function of ICT to control over the public services, and the improvement of government’s work. Third, a country needs to gain more technical quality and reliability. Dependency of ICT on government, quality and reliability become something crucial.
