Civil Society and It’s Importance to Global Governance Study 1. The Origin of Civil Society Civil society is a concept that developed in the last few decades. However, the emergence of this terminology has been basically put forward yeras ago by great philosophers like Hegel, Marx and Gramsci. These three philosophers have different views and understandings. This is influenced by the context and conditions of the social system that developed in each era where they live. G.W.F. As the title suggests, this book was written by Gramsci when he was in prison between 1929 and 1936. In this book Gramsci describes the intellectual role, the relationship between state and civil society on the concept of hegemony. The main idea of civil society was unique. Gramsci defines civil society refers to the superstructure. As mentioned above global governance is not a single authority which is likened to the government of a country. But then it does not mean that in global governance there is no policy-making process like the state does. Global governance is a process that involves certain parties in responding to global issues related to many parties, including the state and civil society globally. These parties are then called international organizations (UN, IBRD, etc), states and INGOs. This institution as mentioned above will issue a policy in order to respond and resolve certain issues. These policies are then called the International Regime such as environmental regimes, humanitarian regimes and others. The position of civil society in this case is as the party who then participated in the regime or later provide a kind of input to each rule
