This is why universities like all other institutions of learning have to incorporate in themselves the new dimensions. Most academic experts agreed that when properly used, ICT hold great promise to improve teaching and learning in addition to shaping workforce opportunities. Poole (1996) has indicated that “computer illiteracy is now regarded as the new illiteracy”. This has actually gingered a new and strong desire to equip universities with computer facilities and qualified personnel necessary to produce technologically proficient and efficient students in all countries of the world. There are profuse challenges impeding full implementation of e-Government in Nigerian Universities. Some of such barriers are:
1) Low ICT literacy rate: While there is much hype about ICT among the younger generation, the overall professionalism about ICTs among the staff and students is low, especially as new things always emerge in this IT world.Personal computers are still regarded as an elitist commodity. In fact, staff and students in some of Nigerian universities still prefer access to documents and circulars manually because of ignorance and under-civilization especially in the northern part of the country. Low ICT literacy rate is a serious impediment for the adoption of e-Government in Nigerian universities as it hampers both the appreciation and appropriation of e-Government
Computing in the Cloud The ‘Cloud’ allows for computer users to all avail of a single set of large-scale servers at the one time. This model provides for economies of scale in the global digital age. Digital services draw on the power behind multiple server computers. A variety of virtual items: Servers, computer applications, storage of information, services and networks and so on, are availed of in the ‘Cloud’ to permit access on a 24-hour basis.

The information revolution is sweeping through our economy. No company can escape its effects. Dramatic reductions in the cost of obtaining, processing, and transmitting information are changing the way we do business. “To get ahead in today’s business world, a company must utilize the right resources. One of the most effective, of course, is information technology (IT), which has become an essential tool for businesses across many industries” (2013).
The bureaucratic accountability is the degree in which the bureaucrat has held some accountable power within the exercise to occur largely through the congress. The president does not have enough time to personal oversight of the federal bureaucracy. The power had been recognizing in order to appoint the political head under each agency. Additionally, the management tools would be used to limits the bureaucrat’s discretion. Emergence of New Public Management: Traditional public administration contributed to many countries around the world up to the end of the 1960s. However, by the 1970s, there were calls for introducing a new management system based on market orientation. The need for such a management system was seen in the increasing number of harsh criticisms that showed that traditional public administration was no longer suitable, and thus should be replaced.
The administrative agencies in the executive branch are important elements to supporting the government. By giving these various administrative agencies authority, they augment the government in five distinct ways. Through these augmentations congress is able to be flexible, rapidly respond to events, house a diversified field of expertise, relieve responsibilities, and maintain national constituency. To begin with, the availability of various administrative agencies allow congress to be flexible and rapidly respond to situations that pop up.
