Elders in general, and parents and teachers in particular, owe a responsibility for taking care of the well being and welfare of children. Chief Justice Earl Warren speaking for the U.S. Supreme Court emphasized that, “Today, education is the principal instrument in the awakening of the child to the cultural values, in preparing him for later professional training, and helping him to adjust normally to his environment, it is doubtful any child may reasonably be expected to succeed in life if he is denied the opportunity of education”. HISTORICAL PERSPECTIVE OF EDUCATION Education occupies an important place in our constitution and culture. There has been an emphasis on free and compulsory education for children in this country for a long time. There is a very strong historical perspective. The Hunter Commission in 1882-1883, almost 125 years ago, recommended universal education in India.
