ELECTRONIC RECORDS MANAGEMENT IN MALAYSIA : THE NEED FOR AN ORGANISATIONAL AND LEGAL FRAMEWORK.
Abstract
Information technology has led to rapid and dynamic changes in the way government and business operate. The introduction of computers helps government administration in achieving efficiency and adding value to the conduct of government business transaction. The Malaysian Government has taken a pragmatic approach to the advancement of information technology by establishing a mega EG project in the form of a MSC amidst the legacy systems. Those seven are, Electronic Government (EG), smart schools, research and design cluster, worldwide manufacturing webs, borderless marketing and the multi-purpose card or more known as smart cards.
Secondly, there is two main objectives of electronic government which is to recreate government through connectivity and to implement the MSC as a catalyst. There are five pilots applications for the public sector to implement electronic government. The first pilot is, the licensing and related vehicles services and utility payment. For example, payment for bills, renewal of licenses using kiosks in the shopping mall and the usage of interactive TV for services, are pilots that are in the guideline.
Other than that, the electronic procurement also the applications for the public sector to implement electronic government. This application aims to reengineer, activate and transfer the legacy procurement systems. The third pilot application is Prime Minister’s office or generic office environment. A fully integrated, distributed and scalable paperless office environment through the deployment of multimedia information technology is an example of generic office environment. From the various definitions of policy one could conclude that there is a strong relationship between policy and legislation as a toll to direct organizations in achieving their operational objectives. The organizational framework is visualized as a pyramid with policy at the beginning and training, services and support at the base. For some of them, they thought that policy is one of the tactics to deal with electronic records management along with the other elements of design and standards. It also discusses in more detail the issue of policy by suggesting that it must include broad issues on records and recordkeeping. It is a must for any national archives to establish an organizational and legal framework to make sure an effective approach in developing electronic records management programme to be in the archives or in the government
