Freedom of the press for many countries means that all individuals have the right to express themselves in writing or in any other form of expression of personal opinion or creativity. The universal declaration of Human Rights states: "Everyone has the right to freedom of opinion and expression". This right includes freedom to take on opinions without harassment, to demand and receive important information or ideas through any media, regardless of any limit. This philosophy is usually accompanied by legislation that guarantees various degrees of freedom of scientific research, publishing and printing. Is the government 's guarantee to citizens, especially journalists, to express their opinions. The government is enacts laws that protect journalists to do their job perfectly. The meanings of press freedom are different from country to country. Historically, the theory of freedom of the press in the eighteenth century in most of the world, which provided for the freedom of publishers working in the field of journalism, stated that there should be unlimited freedom on journalists when doing their work and they enjoy autonomy within their media organization. Freedom of the press was legally guaranteed by the US constitution, meaning that the USA government could not legislate laws that impede journalists ' freedom.
