1.1. INTRODUCTION
The preamble of the WHO Constitution states: "The enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being without distinction of race, religion, political belief, economic and social condition". The Constitution of India also recognizes the Government responsibility for health and states that "The state shall regard the raising of the level of nutrition and the standard of living of its people and the improvement of public health as among its primary duties". Good health is an important determinant of economic growth and a component of well-being of the population. In the recent decades the performance of the nation 's public healthcare system and the importance of health as a means to enhance economic growth and development of a nation have received widespread attention. The state of its healthcare is one of the critical measures of how a nation state is performing.
Health care infrastructure is also looked upon as an important indicator in order to understand the provisioning and the working of any healthcare system. The term physical …show more content…

This was the ‘Health Survey and Development Committee Report’ popularly known as Bhore Committee and it had declared "the inadequacy of existing medical and preventive health organization" as one of the reasons for India 's poor health condition in its report. Moreover, the recommendations included an infrastructure plan for a three-tier health care system at the district level to provide preventive and curative health care to dwellers in both rural and urban areas.
