ENHANCING TEACHING AND TEACHER EDUCATION: A SCIENCE OF LEARNING APPROACH INCORPORATING ICT Abstract This is a review paper about enhancing teaching and teacher education. Information Communication Technology (ICT) consider as knowledge management. It is created in expectations to help people communicate extra efficiently and effectively. Teaching and learning has been from kinder garden, primary school, secondary school until higher education in institutions. Learning outcomes from what the student does and thinks and only from what the student does. Effectiveness is the skill to be successful and produce the intended results. Efficiency is the state or quality of being efficient, or able to achieve something with the least waste of time and effort; competency in performance. 1.2 Fundamental Theory/ Research design/Research framework The research design to evaluate the teacher’s level of ICT integration was used a Two-Dimensional Model (also known as Pedagogy Technology Model) by Lin, Wang and Lin (2010). It is used to categorize the pedagogy and their level of technology that the teachers practice. In this paper, to evaluate of the levels of ICT integration are collected into four levels (Level 0 – Level 3) – Reliant on the frequency of ICT integration (Table 1). Firstly, what are factors that determine the effectiveness of the use of ICT in education and learning? Secondly, what are factors that determine the failure of the use ICT in education and learning? 3.2 Population and Sampling The population for this research was particularly in the learning process in higher education institutions in Indonesia and school teachers throughout Malaysia. A stratified random sampling was useful to select the sample for this research. Firstly, the administrative zones of all the states in Malaysia were recognized to trial fairness in choosing the schools according to the number of schools located in each zone. These were randomly selected from each zone according to their locations.
