Governance is the main tool for the welfare of the society all over the world. Its structure changes according to the time. Some systems contains centuries of experiments to prove the best governance system for society. After the patriarchal system new governance system democracy suggested the best way of government in world. Democracy system is, government of the people by the people. Local government system is a new modern system in democracy. It is a rational legal system. It is a method of economic or socio political maturity at grass root level. Local government system exercised in large number of countries in the world. British had started local government system in sub-continent. This system based on the experiences of the system that was exercising in England. The British introduced local governments in India not by building on the traditional structures of local governance, such as the village panchayats, but instead from scratch, following the annexation of Sindh in 1843 and of Punjab in 1849(Nath 1929, Tinker 1968, Venkatarangaiya and Pattabhiram 1969). After the partition Pakistan adopted 1935 Indian Act as interim constitution with a few amendments and modification till 1956 when first constitution was put into practice. Pakistan inherited (Ahmed, Saleem and Iftikhar, 2012). The three main local government structures of different military regimes, but why every military ruler stressed on local government structure ?. Elected local governments have helped military regimes to legitimize and strengthen their control over the state(Ali, Adnan & Roger, 2014.). Every military ruler in Pakistan had wanted new political force to pro-long his tenure, but it was favorable for people, although local democracy was introduced by a military ruler for his own purposes and now might seem inconvenient for many politicians at higher levels of government, it can provide an essential foundation for a strong democratic system in Pakistan (Roger, 2009) .
