A successful offshore outsourcing strategy begins with clearly defined objectives and measurable goals. Objectives state the reasons for an offshore program, illuminate its business value, and provide a working framework for making decisions about which vendor to work with, which outsourcing model to use, what projects to outsource, and what levels of risk to assume. Objectives also provide the context in which to evaluate how successful or unsuccessful your strategy is. Measurable goals are the events and functional metrics by which management can monitor progress, take corrective action, and project future performance (Bromlow (August 11, 2009)).
