INTRODUCTION
Budgets are the financial instruments in government setting that drive and control the use of government funds. Both private and public sectors use budget to show the use of funds within an organization. Budgeting is practice carried out in Botswana and other countries every year. This writing seeks to discuss the issues of concern when it comes to budget process which are participation and transparency. Transparency or open budgets both facilitates and support relevant public access to budget information enhancing citizen participation in the budgetary

As stated above transparency is all about involving the public on the designing of the budget, this entails letting them know why certain phenomenon are included in the budget. Transparency of budget formulation helps prevents government to misuse funds rather to use them efficiently and effectively.
Joint decision making is more on to showing the general importance of society in the public budget formulation/design. This is mostly done through communication between politicians and administrators who make the citizens aware of administrative decisions related to the budget formulation. This also allows the citizens to have an input on the decisions made by the administration and allow for criticism from citizens towards decision already made. Citizen’s interest representation is highly desirable in the budget process. It shows an act of aligning with citizens throughout the budget formulation process. This helps politicians and administrators in deciding how to distribute public funds alongside actual needs of the society. Fairness is ensured throughout the process.( Kaboyakgosi,2011
