Abstract : - The laws relating to historic shipwrecks has historically been shaped by efforts of archaeologists to preserve the rich cultural and historical value of these wrecks against the innate need to appeal to the economic sensibilities of salvors who are required to find , salvage and preserve these wrecks. This paper hopes to bring out these contrasting forces into light when dealing with the protection of historic shipwrecks. A shipwreck is defined as the “destruction of a ship at sea by sinking or breaking up, for example in a storm or after striking a rock” . Historic shipwreck means a shipwreck that is listed in or eligible for listing in the National Register of Historic Places and are often but not always defined as being more than 50 years of age . The dictionary of disasters at sea lists for instance 12,542 sailing ships and war vessels lost at sea between 1824 and 1962 alone. These underwater cultural properties are being threatened extensively by private salvage companies and plundering looters.Studies have already shown that as of 1974, all known shipwrecks off the coasts of Turkey have been exploited by underwater pirates.Additionally, Israeli archaeologists estimate that at least 60 per cent of cultural objects that once lay in wrecks and sites have now disappeared without any trace. So what are the laws which govern the protection of these historic shipwrecks from commercial exploitation , how have they evolved and what are the inherent problems plaguing these laws? Nagle is a world renowned deep sea shipwreck diver, because he pushes the limits on how far and where divers can go. Robert Ballard was known for his work in underwater archeology and discovery of shipwrecks. He joined the army in 1965 and requested to fulfill his obligation in the navy. His request to aiding in the navy allowed Ballard to design small, unmanned submersibles that could be tethered and controlled from a surface ship. Ballard’s works that were contributed in aiding the navy also contributed in searching for his first shipwreck, the Titanic. The author is trying to recommend that if in the beginning legislations were made to protect artifacts from being exported, it is most appropriate to enforce and archeological law. He also uses negative examples (stolen good not being returned to their rightful owners) to provide a reasonable argument to strengthens his technique in conviction (Appiah 62). Now all the humans that he traps on his island he feeds then hunts, to him humans are so much more fun because humans are cunning and have intelligence.

On the night of April 20th 1841, Alexander Holmes and other seamen who were in charge of the larger lifeboat threw over 14 men and 2 women into the freezing cold waters of the Atlantic waters. A day before the 19th the William Brown sunk in the Atlantic from being hit by an iceberg. The captain and crew were only able to save 32 passengers and nine of the remaining crew. The rest of the 30 passengers on board sank with the William Brown and unfortunately most of them were children.
