Strategic spatial planning, known as the National Physical Plan (NPP) in accordance with system development plan as set out in Act 172, is under the authority of the federal government. It is chaired by the Prime Minister and the deputy chairman is the Deputy Prime Minister. Under the framework of national physical development, formulation of policies and plans are then translated in the Structure Plan has specific maps and illustrations. These plans provide the basic basics of development and land use in the state. And through its Structure Plan, it established a Local Plan. Draft Policies A public policy will be drafted by the state in which it is intended to ensure that the aims and objectives (efforts planning) towards achieving the goal may be held. At the level draft policies, there are policies that need to be considered. As for national policies such as land, finance, and religions it will be discussed by the councils constituted under the Federal Constitution. Councils concerned it comprises representatives of the federal and state governments. The Council included the National Council for Local Government (NCLG). NCLG is an advisor and will enable the exchange of thoughts between the federal and state governments. Policy issued by NCLG considered necessary to their representatives and when it is issued must be followed and applied. Only Sabah and Sarawak, in accordance with Article 95E of the Federal Constitution does not need to comply with the basic NCLG if not wanted.
