Water, being a natural asset, helps sustain life on earth. Without water, there could be no life on earth. But unfortunately, water storage is bound to have certain limits and it recycles itself under a natural system within these limits. Life of plants and living beings is threatened, if deficiency of water occurs beyond a certain limit. As to say simply ‘no water, no life’.

In cities like Lahore, Karachi, Islamabad there are areas which are overly populated. It is a gigantic task to maintain water supply in these areas and it requires an enormously efficient management and enormous supply of resources. The overly populated areas mainly have narrow streets and apartments; due to this the management of these areas becomes difficult through heavy traffic and overpopulation. Also, in the urban areas, there is no distinction between the water that is used for drinking and the water that is being used for other purposes like gardening. The supply of water system from which water is supplied to people is the same for drinking purpose, washing, bathing, gardening etc. Unfortunately, we are wasting enormous amount of drinking water in this way on washing and gardening etc. Furthermore, there is no accountability of water consumption on consumer’s end. These cities should be divided into distinct manageable units and unit should be accountable for its water management and other important issues.
The water management should be devolved to district government under a mechanism of self sustenance. The mindset of water supply being free should be finished. A system should be made according to which one should be made to pay for all the extra amount of water he’s using above a fixed amount. Even, the free water system for the government departments should be stopped. This system would work fairly when no discrimination is made and there is no free supply of water for anybody above a fixed amount.
Secondly, the District’s Domestic and Industrial Water Management Authority (DD&IWMA) should offer two types of water connections.
