Incas and why they were the best culture To some people, the Mayan culture was the best because they wrote using syllables and sounds, or the Aztecs because they stabilized their buildings on mud and controlled the flow of water to the mainland and the island but, the Incas didn’t even write and still were able to make incredible creations, such as building with near perfect stonework and stabilizing their buildings without mortar or cement. These strong rulers/emperors helped Inca be a better civilization, they demanded everyone learn the same language and made a system of roads that connected all parts of the empire.
