What exactly is the Incident Command System and what is it main function in relationship to a disaster. I will try an explain it to you in this short essay the reason for it existence. The Incident Command system was organize back in the 1970’s as FIRESCOPE which stand for (Firefighting Resources of Southern California Organized for Potential Emergencies). Their main purpose back than was to monitor forests fires, and analyze data but they later found out that they did not have the ability to keep track of all the activity so they ICS was establish just to that and more.

If there is more than one they need to know exactly the location the patient is going to be taken. They also need to know what type of facility the hospital is also if they have any special treatment center available to treat special cases. By doing this, planning with hospitals allows for a coordinated delivery of victims to local emergency departments.
Another good factor when Ics coordinate with the local hospital it gives them senses how many beds are available just in case they to the victim to a nearby community hospital. Dealing with the media is very important when comes to a disaster of any size. The media can be your friend or you foe in a time of crisis.

Moreover, the fact of the matter is that when dealing with the chaos involved in responding to an emergency, those in charge need to be the most knowledgeable, capable, and effective people available—and in this case, I think it would be the fire department. Another reason why I think it would be beneficial for the fire department to maintain on-scene command is that leadership at the fire department will know the dynamics of the personnel and their experience of past HAZ-MAT situations and will be able to use this information for the betterment of the current situation. Also, another benefit of letting the fire department maintain control is that the fire department will already by familiar with the ICS and SOPs/SOGs-- which we all know, already can be confusing for those who deal with the situations regularly, let alone for someone who isn’t familiar at all—like the police department (Jr.,
Since the incident at Parkville High School is small only a one person section is needed. It will be the Logistics Section Chief’s (LSC) responsibility to handle “all support requirements needed to facilitate effective and efficient incident management” (Walsh, 2012). This will include setting up communications for the entire staff as well as the task forces, and the medical group. Every group is going to need a separate line of communication or frequency to ensure that everyone is able to communicate freely. The list of frequencies will be listed in the IAP.
When a disaster occurs the federal, state, and local governments contact the military for help and support due to the their advantages attached to military operations and response which could benefit in them in manpower with specific qualifications, skills and expertise, strategic and rapid mobilization, updated technology and a variety of equipment (helicopters, aircraft, earth-moving machinery, respirators, medical supplies, power and lighting equipment, under-water capability, etc.) that most emergency organizations are unable to acquire on a moment notice (Kapucu, 2011). Besides, the military’s bureaucratic structure with hierarchical rules in place are effective in command, coordination, and control of manpower, authority, and regulations, is beneficial in providing effective response actions during the time of emergency (Anderson 1970; Schrader 1993; Sylves 2008; US House of Representatives 2006) (Kapucu, 2011). This advantage cut time in half because the structure is already set up without questioning who is doing what or who is in charge. Additionally, the military supports in sheltering the homeless, the construction of temporary housing and restoration of minimal critical infrastructure (water, electric, sanitation, communication infrastructure, etc.), (Miskel 2006; Schrader 1993), (Kapucu, 2011).

This outrageous fire lead to the formation of the world’s first fire insurance company, which allowed buildings with a fire mark to be protected against fires, rather than being burned to the ground. As the years passed, fires became more of a problem and something else had to be done.
The NIMS provides assistance to each state, which allows them to be prepared for any possible emergency. The five components of NIMS provided a guideline that is used throughout an emergency whether it be Federal departments, State, tribal, and local organizations. Establish a system and being able to provide possible issues that may arise and analyzed the challenges. The national integration center (NIC) ensures that the NIMS is operating at optimal level, that all training, resources, and communicating system are being meet; the NIC provides an assessment NIMS and ensures that each component is filing it responsibility. Stage two entails being prepared and planning. All communities should have a handbook that indicates who has the authority, communication, control, coordination of personnel, supplies, evacuation, rescue and care of the dead (Nies & McEwen, 2015. The nurse can work collaboratively with the emergency authorities to ensure tornado warnings broadcasted and safety measures implemented. The community nurse’s role is to prioritize the most vulnerable groups such as the older crowd, the homeless, individuals with disabilities, the sick and the poor so that they are evacuated to a safe area, followed by public. Stage three is the response stage and the most critical phase of the disaster.
The Division includes the Office of Emergency Management, the Office of Preparedness, and the Office of Prevention and Security (State of Colorado, 2015). Its mission, vision, and values are to "prevent, protect, mitigate, respond and recover from all-hazards" through the development of a comprehensive Strategic Plan in synchronization with the DHS (State of Colorado, 2015, p.1). There have been many natural disasters in the US recently. Natural disasters like hurricanes and wildfires has hit the country and affected millions of people. The government plays a huge role in the recovery process. They must provide assistance and aid for the disaster victims and get people the help that they need.
On March 2004, the Department of Homeland Security released an incident management and responses system called the National Incident Management System (NIMS). The creation of the NIMS was to establish a standardized system for responding to disasters. Homeland Security Presidential Directive (HSPD) 5 required that all Federal departments, State, tribal, and local organizations adopt NIMS as part of their incident management programs and if this was not adopted Federal preparedness assistance would not be given. To maintain the uniformity of the NIMS it followed five components:
The National Preparedness System “outlines an organized process for everyone” and consists of six parts (National preparedness system, n.d.). These parts identify and assess risk, estimate and determine the capabilities and activities necessary to confront the situations, consider the best way to use resources to build capabilities, prepare, plan and deliver for each part of a community, validate capabilities, and finally review and update when necessary (id.). There are systems in place to do this including the Strategic National Risk Assessment, the State Emergency Operations Plans, the National Incident Management System, the Remedial Action Management Program, and the Threat and Hazard Identification and Risk Assessment
However, this should be a learning experience that hospitals have to be more prepared for situations like this to happen. A number of factors like how the Memorial Medical Center was built was a huge problem, the power sources were vulnerable to the hurricane and were damaged. The wall 's structure of the hospitals was too weak and were able to get destroyed before help arrived. The faculty of the hospital were also in need of preparation on how to deal with the situation. We have to keep this in mind and remember that health care professionals will always have the best interest for us for our health and
Some of these roles may include advocacy, collaboration with other professionals regarding the creating of crisis response plans, providing education related to mental health and resilience, holding leadership roles on multi-disciplinary crisis response teams, serving as media liaisons, assessing the needs of those affected by disasters, providing crisis intervention and support, and assisting with death notifications. Communication in a crisis is vital. It is often the first aspect of teamwork to go because many team members have different ways of dealing with a crisis. It is important to slow down for a moment and communicate what you are doing so there aren’t any errors. Simply stating what you are doing allows the other teammates to plan for their next steps. Organization is also hard to keep when things change unexpectedly.
