CHAPTER 1
INTRODUCTION
1.1 BACKGROUND OF INDUSTRIAL TRAINING
All final year students of Bachelor of Science (Hons) (Statistics), Faculty of Computer and Mathematical Sciences, Universiti Teknologi MARA (UiTM) are required to undergo the industrial training. The students will be placed in the government or private organisations of their choice for a period of three months, during which they are also required to design a research project. The following one month will be allocated for data analysis, report writing and oral presentation. It has been the aspiration of the Valuation and Property Services Department to set-up a training and research institute since 1977. It was materialised on 20th January 1980, under the 4th Malaysia Plan, when the Minister of Finance approves 8.24 nectars of land located in Bangi Institutional area for the purpose of building the institute. Construction works commenced in 1982 and completed in 1984. On 2nd January 1985, the institute began operations and was named Institut Penilaian Negara or INSPEN by the government. It was also to develop knowledgeable, capable, and competent human resources within the department and the real estate industry and in providing professional services that are of high standards. In delivering the educations services, INSPEN is registered as a Government Institutions on Higher Education under the Ministry of Finance on August 21, 2003.
The current organizational structure has divided the operations of INSPEN into four core activities, i.e training, research, education and consultancy. Seven core programmers and eight supports units are entrusted and support those core businesses.

1.3.1.1 Objective
To enhance knowledge and expertise of human resources in the organization and the real estate industry through training, research, and education with respect to valuation and property services in view of providing reliable, timely and professional services. 1.3.1.2 Vision and Mission
Vision of INSPEN is to become a training centre, research, and education in the field of the leading property.
Mission of INSPEN is equip the workforce for new challenges and adapt to the changes and provides an authoritative research services, consulting service, training and education to meet the needs and demands of the real estate industry.
