Due to the leaders in the public sector being held accountable to the various stakeholders and citizens, the public leaders are then expected to conform to higher standards than that are aligned individual personal morality. Many of the values associated with leadership theories can be related to the ethical expectations and values of public officials who in this case are in administrative positions. These are the leadership models through which when selected appropriately in relation to the situation at hand, can result to effective leadership by a leader. Developing the appropriate leadership style requires that the leader build awareness of the various styles and frameworks as well as have an understanding of the type of environment ,business-wise, they are in. Many people in the company need access to data to help them do their job better. The main questions revolve around who needs what data, and who chooses what data gets to be shared. Looking at all the pieces, as well as the IT and information assets, the governance of the data belongs to a data owner (Khatri & Brown, 2010). The main questions to be answered must include who is the data owner? Who is responsible for data quality?
Management or leaders will need to demonstrate a priority on ethics, thoroughly communicate the expectations on ethical practice, have ethical decision making. And support the local ethical programs. Having a manager or leader that has accountability with ethical consideration has a balance of holding one true to its values and having ethical considerations on the different cultural backgrounds. This is a critical and key factor to a successful health care organization. Knowing, and understanding as a manager and influencing employees to follow standards that when something is misunderstood or unknown, owning up to its behavior on the situation can be corrected and guided to what is expected from the leader or manager and down to the employees.
Ethical leaders As we see changes in the way of policing, ethical leadership and behavior is becoming more challenging for law enforcement officers. Police officers should be ethical leaders committed to the law and professional standards. Police officers with ethical leadership posses a philosophical moral foundation and his/her actions and decisions will be based on that; many officers may face challenges or difficulties while trying to adapt to the new way of policing, especially when working with unethical peers. With this being said there are specific characteristics in addition to strong ethical and moral values that can successful develop ethical leaders.

Leadership has been defined in a variety of ways, there are multiple authors and theorists who have tried to define and understand leadership, all leading to varying theories and conclusions, but one thing that is universally understood is the importance of effective leadership and how someone with good leadership skills can impact so many people around them. (Kakabadse and Kakabadse, 1999; Yukl, 2002; Northouse,2013) The main components that have been identified to play a role in leadership are relations between leader and subordinates, interaction form between leader and followers, the influence that the leader has, the way in which the leader behaves and finally a leader’s traits.
