Introduction The top two and most commonly used programs for reporting and tracking crime statistics in the United States are the Uniform Crime Reports, UCR, program and the National Incident-Based Reporting System, NIBRS, program. Each program contains data from crimes and incidents that is tracked, analyzed, and reported by different law enforcement agencies from the reported incidents. While the UCR is the most commonly used, many law enforcement agencies are working towards shifting to full participation of NIBRS. Both programs use similar methodology to create reports of their crime based statistics, but still contain varying differences.
An excellent example of the innovative use of technology is ICAM (Information Collection for Automated Mapping)—an easy-to-use, PC-based, mouse-driven mapping system created by Chicago police officers. ICAM has been installed in all twenty-five of our police district stations so that police personnel—from beat officers to commanders—can quickly and easily generate maps showing the crime patterns in their particular neighborhoods. Just as important, ICAM is allowing police personnel to share this information with the community, so that it can be better informed and empowered to solve problems. ICAM is only one example of how we are using technology to support police.” Community members have been given cell phones specifically for contacting their beat officers quickly.
Law enforcement agencies use this system in the U.S. NIBRS reports generate data from Local, State, and Federal agencies systems. While the UCR method only grouped reports into 8 categories, the NIBRS is grouped into 23 different crime categories. The strengths of having an Incident-Based system are all the offenses in an incident are counted in the data compared to the UCR reporting and only reporting what was reported to the law enforcement agency. This report has more detail on each individual crime reported. It has such a wide range of crimes that the report can provide and collect.

They are expected to help the police and even are recommended by the government. If I was in charge they would not be in such a high power, so we would need to change the behaviors of the current and future police. This could be done by providing extra training and a more in depth education. To really ensure a long term change, we would also have to recruit and hire more law enforcement. I would have each officer in a different specialty to really excel at their job because many people do not believe the police are doing their job or if so they are not doing it well.
This system collects data on every reported incident and arrests made in 22 criminal categories. The proposed changes included in the NIBR are as follows, law enforcement must provide a summary of the incident to include all pertinent information of the victims and offenders. Reporting of both Part I and Part II criminal offenses and characteristics of the person arrested are required. Distinguish between attempted vs. completed offenses and who or what is the offense against. Finally, make data readily available in addition to constantly monitoring for errors in the system (Hagan, 2006, p. 36).

Sam Freeman Jr Introduction to Criminal Justice Ethics (CJUS261) Professor Umeki Ramsey Unit 1 – Discussion Board 2 November 18, 2015 Police officers sole purpose in the United States is to protect and serve the county, city municipality, and state government to ensure that the law is being upheld by everybody within them. Peace officers assume a focal part in the law authorization framework. They screen criminal movement, tune in group watches, react to crisis calls, issue tickets, make captures, examine violations and affirm in court as required. It is no secret that the United States inherited much of Great Britain governmental institutions. In the Bible, Jesus says “to whom much is given, much will be required” (Luke 12:48).
Laws are created by legislatures and the duty of police is to enforce the law impartially to maintain and to promote justice (Moore & Perez, 2012). Therefore, a police officer considers the legal rights and the impact on the lives of the citizen in a situation of arrest or using a lethal force against a citizen. Thus, the police officers cannot have power over citizen against the rule of law and rules are made solely to be followed regardless the consequence. The core duty of police is to enforce the law and create order in the society.
