This project paper will discuss the issue that related to Malaysia new economic policy (NEP) that been implemented by our forth Prime Minister Tun Dato’ Seri Dr Mahathir bin Muhammad. This paper will focus on the history of the NEP implementation on education system in Malaysia. This paper also will state the reason why the government changes from quota system to meritocracy system in education sector. The poor families and the bumiputra students also were affected with this NEP. When we traced back on the history of the implementation we can see that there are reasons why the NEP is implemented.

The new economic policy was a method of series of government on the first outline perspective plan from 1971 to 1990. The main objectives of the new economic policy was to eradicate poverty by increasing income levels and increasing employment opportunities. In addition, based on the project paper the NEP focusing on the process of restricting the Malaysian society based on racial issues consist of Malay, Indian and Chinese. In order, to provide more benefits to the Malays, the government implemented quota systems for all races to pursue higher studies in local public universities especially in the field of medicine, engineering and science. Therefore this policies were able to increase the number of Malays in professional fields. Thus, it will reflects the government change of education system at that time from exam-based admission to quota based admission. The quota system is not only used in terms of study but also for scholarships. The ethnic quota system remained applied at public higher education institutions, but the private sector is free of it.
