UNIDSR (2009) defined disaster as a serious disruption of the functioning of a community or a society involving widespread human, material, economic or environmental losses and impacts, which exceeds the ability of the affected community or society to cope using its own resources. In this regard, technological or man-made disasters have little regards in disaster risk reduction management. The study therefore will highlight complexities involving man-made disaster from the experiences of injuries, disabilities even death due to non-use of helmet. Wherein, as practicing health and medical professionals it is important to uphold and protect the health and well-being of the public. Under this law , All motorcycle riders including drivers and back riders, shall at all times wear standard protective motorcycle helmets while driving, whether long or short drives, in any type of road and highway. Penalties for any person caught not wearing the standard protective motorcycle helmet in violation of this Act shall be punished with a fine of One thousand five hundred pesos (Php1, 500.00) for the first offense; Three thousand pesos (Php3, 000.00) for the second offense; Five thousand pesos (Php5, 000.00) for the third offense; and Ten thousand pesos (Php10, 000.00) plus confiscation of the driver 's license for the fourth and succeeding offenses
