Many people see Megan’s Law as a necessity for different communities and neighborhoods. Others see it as a danger to the offender who will most likely not re-offend again. The main purpose of this essay is to understand and look at the different views on what advantages and disadvantages there are to Megan’s Law.
History Megan’s Law is named after a girl, Megan Kanka, who at only 7 years old was kidnapped, sexually assaulted then murdered in cold blood. The man who did this had a prior conviction for sexual assault. The murderer, Jesse Timmendequas moved across the street from Megan and her family. However, they did not have the proper resources to know about his criminal history. He was sentenced to death but never got put to death because

However, most states offer online browsers where you can search convicted sex offenders by name, city, or zip code. The information on this site usually provides the offenders last known address and information on the specifics of what type of crime they committed. In many states the sources provide a picture of the offender, and require offenders to put a sign in the window of their residency informing nearby citizens. This would be beneficial to communities to know where these offenders live and what they look like so they could avoid them. Megan’s Law provides info about the offender’s conviction and a very detailed description of the offense. Even for non-violent offender’s this would be good for the community to know the identity of the person and a description of what they did. The United States Supreme Court in the Packingham v. North Carolina first amendment case has ruled in favor of Lester Gerard Packingham. The state from now on may not bar social media access to registered sex offenders. The case’s build up dates back to 2002 when 21 year old college student Lester G. Packingham had a sexual relationship with a 13-year-old girl. For involvement with a minor he received a 10-12 month sentence, but having never met problems with the law, the judge required him to go on a 24 month probation and register as a sex offender. Five years had passed and in 2008 North Carolina forbid any person on the sex offender list to use any type of social media.
How does anyone get away with the murders of nearly twenty people? Well for the Cleveland Torso murderer carrying out these intolerable acts just came easy to him. To this day there is still no lead on the supposed killer. However, there were two prime suspects who came into the discussion of who was the killer. Dr. Francis Sweeney and Frank Dolezal were both under suspicion while in authorities hands.
Megan’s law was exactly that. By keeping the public informed about who their neighbors were, parents and children alike had better chances of staying safe in their neighborhoods. On July 27th, 1995, Megan’s Law was introduced in the House. No action was taken until May 6th, 1996, when the bill was added as an amendment to the Violent Crime Control and Law Enforcement act of 1994.
I thought it was really interesting that news sites from other states, like Oregon, were reporting about this crime. Oregon is so far away from Ohio, that I never would have thought they would post about something that happened here, especially since this case was not TOO extreme as say a serial arsonist or murderer, for example. In the article, “Family of Man Cleared by DNA Still Seeks Justice,” Wade Goodwyn writes about the rape of Michele Mallin and the confession that sets free a wrongly convicted man. Timothy Cole, a student in Lubbock was arrested and convicted as the Texas Tech rapist based on the eyewitness account of one victim. On Sunday night, March 24th, 1985, Michele Mallin, a college sophomore at the time, needed to move her vehicle to a legal parking spot after forgetting to earlier that day. At around 10pm, after finishing moving her car, a man appeared asking her for jumper cables to fix his broke down car. Mallin recalls him pushing her back into her own car, threatening to kill her with a knife and chain-smoking the entire time during the attack.
Sex Offender Pleads Guilty to 1975 Murder of Maryland Sister The following research paper is about Lloyd Lee Welch Jr who recently pleads guilty to two first degree felony murders in the abduction and murder of two Maryland sisters from a strip mall forty years ago. Welch is now serving a long prison sentence for sexually molesting a 10 year old girl in Delaware. However, he denies he killed or rape the Maryland sisters. It was spring of 1975 in Kensington, Maryland, a time of feeling safe, and parents didn't think twice about wondering where their kids were and if they were safe.
Megan's Law then added the requirement that the public be notified when a sex offender moves into the area (Levenson, 2007). While this law has support from many communities, it also has been under scrutiny by those questioning its constitutionality. The question is, does this law really protect communities or does it simply punish sex offenders after they are released?
Chapter Eight of the book Flawed Criminal Justice Policies, authors take the closer look at the laws and faulty policy regarding the sex offenders. According to the book policy makers started the myriad laws to protect the public from the sex offenders with increased prison sentences, and restricting the residences to the violators. Today we have very similar situation when it comes to treatment of sexual offenders. The process starts with the sex offender being committed to the prison sentence, and lastly to being registered as a sex offender on many public websites, so that the people could distinguish who the sex offender is and where he/she lives. In this chapter we can learn about a lot of different statues that were made to protect people from the sex offenders.
To have a law passed under the name of a victim is world-wide changing, as the terrible acts could be restored into the criminal justice system today. Although, the circumstance of any law passed by legislation is too hard to understand why would anyone want to commit such a horrific crime, the answers, we may never know. As many Americans may remember it, the world stopped on July 15, 2008 as people heard across the nation on the news, radio, and perhaps social media. A two-year old little girl from Orlando Florida was missing, and her name was Caylee Marie Anthony. Casey Marie Anthony gave birth to Caylee on August 9, 2005 in Orlando Florida.
In Dec 2014, a sex offender by the name of Billy Dotson was going to be let out of prison. He was to move to Rose Hill. As anyone could expect not too many people were happy about that. Dotson was to move here as soon as his house on Harris Drive a ready to move in. When people caught word of that there were many complaints.
Oklahoma State Legislature must act swiftly and with force to impact the fight. Laws already in place are being amended in an effort to reduce potential threats for adolescents in Oklahoma. For example, Oklahoma State Senator Josh Brecheen added to an already existing law to include how a person can be penalized, rather than increasing the penalty itself. “Another major change is currently sex traffickers can only be penalized if they recruit through fraud, deception or coercion. Under the new law, anyone found recruiting for sex trafficking, regardless of how they do it, will be penalized (Oklahoma State Senate).”

The Crime: In early June of 1959 a young boy named Steven Truscott was accused and charged with the murder of his classmate. Lynne was found in a wooded area and had been sexually assaulted and then strangled to death. The police suspected him of the crime because he was last to have seen her alive. After his arrest Steven was then brought to trial and charged as an adult.
