I. Political and military risk analysis 1. Political Analysis The Republic of Indonesia, formerly called the Netherlands East Indies, Dutch East Indies, obtained its independence on 17 August 1945. As indicated by its name, it a republic composed of 31 different administrative divisions. The current constitution was drafted from July to August 1945, took effect on 17 August 1945. It underwent several changes; it was abrogated by the 1949 and 1950 constitutions, nine years later the 1945 constitution was restored. It has been amended several times since then, the last time dating back to 2002. Since the independence, the army has always played a key role in Indonesian politics, keeping the country united and fighting the establishment of an Islamic State. After the failure of the liberal experiment of the 50s, General Nasution and the rest of the army asked for a more important role in the state, they demanded a double function, social and political as well as military. The period of the guided democracy starts in the 60s and is troubled by social unrest and separatists actions that led to the establishment of the martial law. This decisions satisfied a part of the military forces. It is then that the army becomes a functional group, as well as religious or economic organizations, which provides them politic and institutional prerogatives. In addition to those roles, as the army is given a role in the economic and social development in the 60s. Today, the army is composed of 460 000 men and under the leadership of the President, chief of the army. Its role remains predominant nowadays as the priority of the government – the national cohesion – is part of the military mission. They dispose of 75 seats in the House of Representatives and several members of the military forces occupy high level and non-military places in the ministries, the administration or in the industry.
