On 8/18/2017 at 1950 hours, FTO Buckley #1537, Officer Kenyon #189, and I responded to 20th St. and Shotwell St. regarding a call of an (S1) unknown male suspect possibly kidnapping an (M1) unknown female. On arrival Officer Buckley activated his (BWC1) body worn camera which was later uploaded to evidence.com.
On arrival, I observed no unknown male suspect and unknown female at the location. I located (RW1) Joseph Donohoe at the south east corner of 20th St. and Shotwell St. Donohoe said that he had observed a (U1) grey Toyota Corolla with partial licenses plate 6VX role up onto the sidewalk of 3363 20th St. The unknown male suspect got out of the corolla driver side door, approached the female who was walking along the sidewalk and grabbed her by the arm say, “Fuck you bitch! The suspect was wearing a white t-shirt, dark trainer pants, and dark shoes.
Donohoe described the female as black, early 20s, 5’6, 140lbs with long black hair. The female was wearing a white dress.
I next talked to (RW2) Varun Shankar at 24th St. and Capp St. who observed the incident. Shankar said that he was on 19th St. and South Van Ness walking east when he observed an unknown male driving a sedan, with license plate 6xzh637, driving east on 19th St. yelling at a female on the side walk. The female got into the suspect vehicle for a short time and then got back out. At mid-block between S. Van Ness St. and Shotwell St. the suspect stopped his vehicle, got out and grabbed the female yelling at her. He pushed her into the vehicle and proceeded east. Shankar last saw the vehicle at 19th St. and Treat St.
Shankar described the suspect as a black male adult, mid 20s, 5’9, 165lbs, clean shaven. The suspect was wearing a t-shirt and jeans.

On Friday, May 26,2017, at 1222 hours, Officer Hudgins and myself, Officer Alexander, responded to a domestic dispute on 3408 Seabass Rd. Upon arrival, both the witness and the suspect were sitting on the front porch. The victim was inside the resident at the time. The parties were brought outside, identified and separated for interviewing. The victim was identified as Olivia Reynolds.
She called out to a 15-year-old relative who was nearby waiting for a bus and pointed to the man, who was walking away. The relative told the girls to run home. When she got home the nine-year-old told her mother that the man grabbed his “private parts” and said bizarre things to them. The girl described the man as black, 5 feet, 11 inches, 200 pounds with black jerry-curled hair, black eyes, a mustache and a high-pitched voice. The girl’s mother did not call the police.
On Saturday 05/29/2016 at approximately 03:11 hours, I (Ptl. H. Lim) was on patrol in marked patrol vehicle 515 with Ptl. Salvador in the area of Livingston Avenue and How Lane. I was patrolling Livingston Avenue when I observed a White Nissan Maxima heading south with tinted window, I began to follow the vehicle at that point. The vehicle made right turn on How lane. The vehicle was operating at a slow rate of speed How lane and started to swirl left within the marked lane.
The last victim was Curtis C. Burke he was a 36 white male with no relation to Charles, finally the location of the incident was Kansas City , Missouri. Also, for this crime there was 4 witness three of them was police chief and the last one was just a police officer. The first witness was John H. On 17 August 2016 I, Detective Sergeant Daniel Hunter investigated a reported aggravated robbery that occurred at the Greenway Trail Head off of Hwy 31W located next to 2950 Hwy 31W White House/Sumner County TN. The victim, Mr. Isaac Brant stated that he and his girlfriend, Ms. Payton Cole were walking on the Greenway and was going to meet a Mr. Zechariah Temple who was a former school mate of Mr. Brant. Mr. Brant and Ms. Cole gave statements that Mr. Temple pulled in the parking lot and parked. He was driving an older model, maroon, and Taurus type vehicle. Mr. Brant stated two people jumped out of the vehicle and a larger black male pulled out a semi-auto hand gun and placed it in his rib area.
In addition to Wehrman’s original statement she stated that the male that assaulted her had an orange key chain hanging from the front of his pants. She described the suspect as being in his 20’s, dark hair, olive skin, fit build with no facial hair, 5’6” tall, and 140 pounds. Wehrman also stated that the suspect had a tattoo on his right forearm. The tattoo was writing that went from the suspect’s wrist to his elbow. The suspect’s physical description matches Hicks physicals.
Johnson described the suspect as a white male, about 5’10, thin build and had no facial hair. He also stated that the suspect was wearing a long black canvass shirt, long black pants and black combat boots. Johnson advised the suspect had a right neck tattoo that said “Mega Death”, he also had a sliver nose ring, and gold ball ear rings. After speaking with the victim, I spoke to Clarke at 1720 hours, about what he saw during the incident.
The subject was then taken to the parking lot of Sunoco for his saftey and officers. I identified the subject as Kenneth Fuller. Fuller had a strong odor of an alcoholice beverage coming
She had light blond hair, wore a jacket, jeans, gloves, and tall boots. People identified her as Vanessa Sanchez, age 17. On the desk that she was near, there was a calculator, lipstick, lamp, and a flip phone with a smear of blood on it. There was another table seven meters away from Vanessa
Deputies gathered the pertinent information needed to complete this report. ADDITIONAL INFORMATION: While deputies were enroute to the incident location, Deputies observed the male subject traveling on Walterboro Highway traveling towards the town of Varnville, driving a burgundy Chev Jeep. George opened the door the suspect entered and pointed a dark long barrel revolver pistol at her stomach. Ms. George stated the suspect pulled the long barrel pistol from his front pants. Ms. George advised the suspect said” give me the dam money”. Ms. George then stated she gave the suspect the blue money bag from her purse. Ms. George gave the following description of the suspect: black male, black toboggan, zip up hoodie, white gloves, white beard, and brown eyes.
During the conversation Wright stated he noticed a small silver vehicle parked between room 339 and 341. Wright stated he noticed the driver was a black, male with dreads which had gold tips. He also stated the male had a noise ring and a light skin female was also in the vehicle. Wright didn’t have any additional information pertaining to the case.
On 09-17-16 at 2046 hours Officer Harrell #3441 and I were traveling south on Lincoln Avenue approaching Washington Boulevard. We were flagged down by an anonymous female Hispanic who was traveling northbound on Lincoln Avenue from Washington Boulevard. The female advised she was following a tan pickup truck westbound on Washington Boulevard approaching Lincoln Avenue.
Paul Stine drove a block past the original destination, and the passenger shot the driver once in the head with a 9mm Luger pistol and took his keys and wallet and took a piece of Stine’s bloodstained shirt. The killer was seen by 3 teens across the street at approximately 9:55 pm. 2 blocks away from the scene 2 officers saw a white male walking on the sidewalk and walking onto a stairway leading to one of the houses. The officers thought the man might’ve been 35-45 years old while the kids who witnessed the crime estimated the killer to be 25-30 years old and about 5’8” or 5’9”. The police dispatcher had alerted police to be looking for a black
I noticed a man outside wearing all black, but did not see the female. I heard another scream followed by a deep voice telling the man to “let that girl go.” The attacker looked up, then ran off. That is when I saw a woman on her knees near the bookstore. My apartment building is located about a half a block on the opposite side of the street from the bookstore.
