Executive Summary
Naga City is faced with problem of a growing population with the influx of migrants from rural areas. That is because, Naga is the only city in Bohol region withe several institutions of higher learning and, it is the only chartered city and the commercial , educations, financial, religious, and cultural center of the region. For this reason, the local government initiated the creation of Metro Naga Development Council (MNDC) which can help resolve the issue on population growth and employment issues. Aside from that, MNDC organized a Council that will help families plan for their future the “natural way”. Members of the council includes religious men and women and the academe.

The late Mayor Jess Robredo envisioned Naga City to be a happy place or an “Maogmang Lugar”. He served Naga with pure intentions that is improving the City, and according to his constituents, he was a goos example of a politician. The biggest credit of the success of MNDC goes to the good governance and honesty service town by the late Mayor Jess Robredo. He was unselfish, not thinking of getting but thought of Naguenong and his City.
People from rural areas moved to Naga because of the oppurtunities seen there. Education is one of the factors why population is growing. Naga has three (3) universities that can give quality education to people from rural

According to the the National Environment and Development Authority (NEDA) LGUs can make an “Investment Programming” to match the resources available to the program.” Population is considered a major issue in the country and it must be contained.
A “Public Private Partnership” can also be implemented. Local executives can refer to private entities on the population programs of the provinces with an assurance

Local executives may also ask for “Official Development Assistance” that are loaned and granted by the bilateral and multilateral institutions to the Philippines.
Alternative/Recommendations
One of the programs of the MNDC is to empower each LGU to implement a complementary deveolpment program within its town or area. The operations are distributed to different urban areas. One area is the industrial center, another for manuafacturing, food processing, and other industries. Promotes tourism spot of Bicol Region. With the programs, the influx of migrants may be reduced because urban areas are now oppurtunities for job
