National Rifle Association is a special interest group that lobbies for the rights of gun owners and works to protect the 2nd Amendment. The House Armed Services Committee (Politicians) funds the ATF (Bureaucrats) and provides political support. The NRA works to insure that the 2nd Amendment is never breached. One way it does this is by lobbying for the ATF. Since the ATF would not exist if it were not for gun owners and the NRA. ATF funding comes from the House Armed Services Committee (HASC). The NRA aggressively lobbies that committee. It makes sure that 2nd Amendment supporters on the HASC get re-elected. Gradually, the organization also became a major educator for gun enthusiasts. In 1923, it started releasing information through their own first magazine, American Rifleman. Their publications aimed to inform the public about the current bills, regarding Second Amendment rights, being discussed in Congress. Considering the ineffective divulgation of Congress’s actions at the time, the National Rifle Association underwent a remarkable transformation with the creation of the Legislative Affairs Division in 1934 (NRA n.d.). However, in the seventies, this branch underwent change to become what the NRA is commonly known as, Institute for Legislative Action.
The NRA's fight against gun control did not stop here, instead they continued their push further. In 1975, the Institute for Legislative Action was formed as a branch of the NRA that would help elect pro-second amendment candidates and support pro-second amendment litigation in federal and state courts. The article, "The NRA Has Been Outstandingly Successful Where it Really Counts," by Walter Hickey discusses how the NRA-ILA have been able to implement right to carry and other pro-gun laws in states that would not be expected to allow such laws to be passed. Hickey writes that although the ILA works both at the state and federal level they are most successful at the state level having "had at least 230 full legislative victories on the state level in the past ten years alone…" (Hickey).
They have a thorough mission statement that declares, “ATF is a law enforcement agency in the United States’ Department of Justice that protects our communities from violent criminals, criminal organizations, the illegal use and trafficking of firearms, the illegal use and storage of explosives, acts of arson and bombings, acts of terrorism, and the illegal diversion of alcohol and tobacco products,” (Bureau of Alcohol, Tobacco, Firearms and Explosives, n.d.). They work with many leaders, such as the police, to ensure our country stays safe (Bureau of Alcohol, Tobacco, Firearms and Explosives, n.d.). There are also various interest groups involved in the social policy. For gun control, there are Americans for the Protection of Children Brady Campaign to Prevent Gun Violence, Coalition to Stop Gun Violence, Gun Owners of America, Gun Sense, National Rifle Association, and National Rifle Association Institute for Legislative Action, who either are for or against stricter gun control laws. If gun buyers want guns with particular features, they can buy such guns. Interest groups use tactics to protect policies by focusing on the unknown consequences and keeping close relationships with government officials whose values are similar (Baumgartner, Jeffery, & Hojnacki (2009). One interest group who has knowledgeable lobbyists to affect public policy is the National Rifle Association (NRA). The NRA is a single issue group who advocates their position by using both the direct and indirect approach to rally support on issues in Congress.
The fight for gun control has been a never-ending battle in recent years amongst the Republican and Democratic Party. How the media portrays gun control has a lot to do with how people view guns and the gun laws at hand; for example, CNN and Fox news are best known for having completely different views and reporting styles.
