Internet has revolutionized the world in the end of 20th century, and it is poised to impact business, education, communication, science and even daily life in a big way in the 21st century. The telecommunication industry is the backbone for providing quality internet services seamlessly around world, and the growth of telecommunication industry will define the future advances in the Internet technology. According to researcher Kalevi Kilkki [18], QoS is a purely technical concept and it is defined as a set of attributes that can be used to define the network’s capability to meet the requirements of applications and networks. In QoS approach users experience or feeling has no value; only the quality of provided service will be judged and improved. However Quality of Experience (QoE) is a multi-dimensional approach where quality of service is accompanied by end users requirements, expectations and feeling [6, 18]. The Quality of Experience is a user centric approach, where tailor-suit quality service is provided to customers. According to literature [18], there are many definitions for QoE, one of them is “Quality of Experience could be defined as the basic character or nature of direct personal participation or observation”. So user or customer’s perception or feeling about product or service has tremendous importance in the concept of QoE. In this scenario, operators have the chance to lead the market on service differentiation by delivering the appropriate users Quality of experience (QoE) with the speed, capacity, coverage and availability demanded by users of smartphones, laptops, and other devices. However, the performance of QoE-based differentiation at the service provision, with the potential deployment of high speed lanes for premium users, the prioritization of traffic, or the creation of user's segmentation, could affect the Net Neutrality concepts that claim Internet service providers must not slow down, not speed up, and block Internet traffic based on its ownership, source, type or destination.
