Popescu 2010 states, ‘‘the evolution of public administration involves, like any ‘live organism’, change and development” therefore it can be seen that Popescu is arguing the fact that the Traditional Model was the foundation for the New Public Management, where it was further developed as a direct result of the changes within society. This applies also to the National Health Service (NHS) as we are living in a country where there is a significant growth in the population. Other sources such as the charges from optical care, dental care and prescription also contribute a bit. The department of health (DOH) is responsible for approving the funds that parliament spends on NHS in UK in a process known as Spending. However since 2013 the NHS payment system has been affected a lot by the new legalisations. The Health & Social Care Act (2012) has transferred all responsibilities of payments from DOH, to a shared responsibility for NHS UK and Monitor. When NHS was launched back in 1948, it was allowed to have a budget £437 million (which is about £9 billion at today’s value), for 2012/13 the budget was around £108.9 billion and is estimated to be around £115.4 billion for2015/16. Although NHS is providing free healthcare currently and is built upon on the idea of being “free at the point of the delivery”, however the growing demands such as NHS coping with the high demands of the long term diseases, binge drinking, an ever growing ageing population and higher expectations of the patients is one of big concerns of the organisation. To cope with these demands, there have been patients charges placed for dental and prescription service as well as, charging for the car parking and the immediate charge is obtained from TV and phone services provided in hospital for the patients.
