On August 3rd, 2016 I attended a Planning Commission meeting at the City Hall in Jackson Michigan. During my observation of the meeting I was able to witness how a task group operates. In this essay I will explore the purpose of the Planning Commission, the role of the leader in the group, the focus of the group, how the members of the Planning Commission bonded, the differences and similarities of the group, and lastly the communication pattern of the members. Just as Underwood encouraged the students to have a voice in the structure of government through voting, Obrecht also informed them there are other ways to get involved in government without being elected. The arduous process of creating the McMillan Commission, officially called the Senate Park Commission, let alone implementing it, revealed the consequences of the sharing of powers between the different institutions of government in the American regime and the negotiations needed to navigate competing interests within and without those institutions. Instead of asking the president to create a commission on his own, Senator McMillan had to pass resolutions through two houses of Congress whose members did not always agree with his vision. Those disagreements sometimes ended in failure for McMillan or in his plan being watered down or amended considerably. The most telling evidence of the McMillan Commission’s reflection of the American political regime came from an admission from Senator McMillan himself. In his papers, member of the commission Frederick Law Olmsted Jr. accounted that “McMillan wanted a ‘comprehensive scheme’ but feared that ‘it might be turned down by the other Committees if it were made too complete and pushed too far.’”

The Cleveland Policy Planning Report of 1975 was written as an initial response to the social and economic hardships plaguing residents in Cleveland during the rust belt city era. Norman Krumholz, the executive director of the Cleveland Planning Commission at the time, felt that the commission had a responsibility to serve Cleveland by assessing planning related issues and recommending goals designed to aid the residents suffering the most.
