Progressive Rollback Speech Introduction Before we start, I just want to make sure that everyone in this room agree that we all want free stuff. Free ikot fare, free movie tickets, free GCs and free etc. And of course, we will be always grateful and very happy when we receive something for free. Now, imagine if, probably one of the biggest chunk of the family budget, tertiary education, will be free of charge. Here in UP, there are two major movements addressing our tuition issue; Junk STS and Progressive Rollback. Both offer a range of advantages as well as disadvantages. Why should we support Progressive Rollback? Simply because it is possible. UP earns an estimated 343 million pesos annually, take note of that, from interest, rent and other business income. And looking at the current rollback scheme of UP Alyansa, we can see that the rollback for all UP campuses will cost 300 million pesos. Looking at that annual income of UP and the price of the rollback, even a grade one student would agree that it’s sustainable. Another obvious reason is because the current rates are regressive. Students are paying more when they could be paying less. And according to UP Alyansa, the university has a 20 billion unused fund; probably from excessive fees. And Transparency.we, the students don’t even know where these extra funds are going. The current system is still flawed that’s why it needs to be reconstructed. Students are still being mis-bracketed and the reconsideration process is still a bit slow. You would ask, why not make it all free and save the hassle of repairing a flawed system? Simply because we believe, that right now, with insufficient budget, people who can pay should pay and those who cannot should be
