The management scheme followed by Dte of works at various levels of hierarchy is as follows:
(a) Administrative Control. Administrative control is exercised by ACAS (Works) at AHQ and Base Cdrs as project directors at Bases ensures that the proposed work is essential and in accordance with approved AHQ policy. The work is then prioritized and planned within the approved budged.
(b) Technical Control. Technical control is exercised by CE (PAF) through CsMES and GEs (Air) at bases ensures that the design and specifications are sound and economical. At the same time ensure safety against accurate estimation with no compromise on quality on resources both human and material.
(c) Financial Control. Functional control is exercised jointly by Admin and MES authorities after the funds have been allocated by ACAS (Works). Joint financial control ensures that estimates are not exceeded and no expenditure is incurred until funds are
