The NSA is mandated to focus on the external threats. The NSA and other intelligence agencies are also controlled by law; law created by the FISA court created by the Foreign Surveillance Act of 1978 which dictates what is legal and illegal; for intelligence agencies to do. The most important activity the NSA has done to help the citizens is through the collection of metadata, this has enabled the agency to collect information on whom one is communicating with, the text messages that are sent and received and where one is located and what he is doing at that particular time. In the Cities, domestic surveillance is used to trap those who are speeding and red light runners through the use of automated cameras. It is evident that the police are using cameras with face recognition technology in Washington to monitor Federal buildings, street subway and other locations in the town.
