Reserve Officers ' Training Corps (ROTC) started in the Philippines formal started after the approval of the Commonwealth Act No. 1, also known as the National Defense Act on December 1935. (Lugtu,2014). One of the focuses of the said is about strengthening the civilian army and reserved forces, in which all able-bodied male students enrolled in Philippine Colleges and Universities were required to take basic military instructions (Official Gazette, n.d.). As time pass, ROTC remained to be a mandatory course for all able-bodied male enrolled in Philippine Colleges and Universities. Until the incident involving Mark Chua sprang, this caused changes to the ROTC program. The ROTC program turned into NSTP were both male or female tertiary students are allowed to choose a component program of their choose from the three NSTP program components which are the Civic Welfare Training Service (CWTS), Literacy Training Service (LTS), and Reserve Officers ' Training Corps (ROTC). Currently, the plan to revive ROTC is in process.

For me, I can say that proposal for mandatory ROTC has a positive side if it is imposed properly; the revised ROTC program aims to improve students ' discipline and patriotism, in addition to that it also aims to increase the reserve forces of the Philippines. But the said proposal, for my opinion will be ineffective to improve discipline and patriotism, moreover a larger number of reserve forces are unnecessary for this generation. The proposed mandatory
