The people in the risk areas choose for themselves to live there .They made the dissuasion in their right mind. They are responsible for the choices they make and serve here to run on. It is totally illogical to have to bear the entire population of England for the choice they have made it in the past. It is also their responsibility to inform themselves well before they purchase a house in a risk area. They need to know what the risks are from the area the will life in, what the consequences are and how they are covered by insurance. If they can handle the risk programs, they may choose to live in areas at risk.They can also chose for insurance with good coverage, so they do not have to face unnecessary costs. Overall, it is all the time the responsibility of the residents to know where they get a house. And in case of flooding, they have to pay for them yourself.
